On September 19, the Calcasieu Parish Sheriff’s Office received a complaint regarding the sexually assault of a 13 year old girl. The investigation revealed Kenneth W. Roussell, 33, 1324 Joseph Street, Sulphur, who is a family acquaintance of the victim, gave the 13 year old victim beer and marijuana and forcefully raped her.
After further investigation, Roussell was arrested on September 30, booked into Calcasieu Correctional Center and charged with 2 counts of forcible rape; and 1 count of contributing to the delinquency of a juvenile.
Judge Michael Canaday set his bond at $600,000.
