On September 28, at approximately 10:45 p.m., a Calcasieu Parish Sheriff’s Office deputy conducted a traffic stop in the 2000 block of Pete Seay Road in Sulphur after noticing a truck swerving onto the shoulder and into the opposing lane of travel several times.
When the deputy approached the truck and spoke with the driver, Justin A. Richard, 26, 2934 Pete Seay Road, Apt. # 2, Sulphur, he detected a strong odor of alcohol emitting from his breath, along with slurred speech. The deputy also observed a pill bottle in the driver’s side door containing several prescription pills, for which Richard did not have a prescription.
After performing poorly on the standard field sobriety test, Richard was arrested and transferred to the Calcasieu Parish Sheriff’s Office, where he refused to submit a breath intoxilyzer test.
Richard, who has had 3 DWI arrests since 2006, was booked into Calcasieu Correctional Center and charged with DWI 4th; possession of CDS II; driving while under suspension for DWI; and unlawful driving on shoulder of roadway.
Judge David Ritchie set his bond at $66,000.
